The Opportunity – Labour Relations Specialist

Carefor Health & Community Services is in search of a Labour Relations Specialist to provide centralized support for Carefor’s labour relations activities, which cover multiple unions, collective agreements and regions. The Specialist supports the enablement of consistent and standardized HR processes and approaches involving unionized employees, and endeavors to harmonize collective agreements to the extent possible.

Reporting to the Director, Human Resources, the Specialist facilitates development of collective bargaining strategies from the corporate perspective, and participates directly in collective agreement negotiations. The Specialist may act as lead negotiator, or play a supporting role, which may vary by union agreement as a function of timelines. The Specialist will work closely with the business leaders in developing strategy and carrying out negotiations.

The Specialist provides oversight for all Labour Management activities and will support coordination of Labour Management meetings, grievance hearings, etc. The Specialist works closely with the HR Business Partners to provide coaching and support to operational leaders as they work through day-to -day matters (e.g., discipline, performance management, investigations). The Specialist provides guidance related to the disciplinary and termination process for all employees, including those that are not represented by a union.

The Specialist, a subject matter expert in Labour Relations, will develop deep knowledge of Carefor’s Collective Agreements, and serves to coach and counsel the HR team in the development and implementation of corporate projects and initiatives. The Specialist maintains strong union relationships and supports development of union engagement strategies for various projects and initiatives.

 

 What you will do:

 

  • Build and maintains strong relationships with HR peers, union leaders, union representatives and business leaders at all levels
  • Provide advice to HRBPs who are supporting managers and supervisors on employee/labour relations matters in line with employment legislation and relevant Collective Agreements
  • Support enablement of consistent and standardized HR processes and approaches involving unionized employees, and endeavors to harmonize collective agreements to the extent possible.
  • Provide centralized support for Carefor’s labour relations activities, which cover multiple unions, collective agreements and regions.
  • Facilitate development of collective bargaining strategies from the corporate perspective, and participate directly in collective agreement negotiations. May act as lead negotiator, or play a supporting role, which may vary by union agreement as a function of timelines. Works closely with the business leaders in developing strategy and carrying out negotiations.
  • Provide oversight for all Labour Management activities and supports coordination of Labour Management meetings, grievances, mediation, arbitration, etc.
  • Provide guidance related to the disciplinary and termination process for all employees, including those that are not represented by a union. Carefully considers case law and organizational risk in making recommendations related to specific files; consulting with external legal counsel on more complex matters.
  • Coach and counsel the HR team in the development and implementation of corporate projects and initiatives that impact unionized employees. Supports development of union engagement strategies for various projects and initiatives.
  • Works within the HR team providing supports as needed.
  • Act in accordance with Carefor’s policies, values and mission, etc.
  • Promote and models a culture of health, safety and wellness among peers.

 

 As the ideal candidate you have:

 

  • Undergraduate degree in business administration/human resources/industrial relations or related field. Master’s degree is an asset. CHRL designation is an asset.
  • Minimum of 5 years of experience in labour/employee relations, ideally in a health care setting, with demonstrated progression in responsibilities.
  • Significant experience with collective agreement negotiations.
  • Sound knowledge of relevant legislation (e.g., Employment Standards Act, Human Rights, etc.), human resources practices and policies and labour relations practices and proven ability to advise clients.
  • Exceptional client service orientation and relationship management skills.
  • Exceptional problem solving and negotiation skills.
  • Strong verbal and written communication skills.
  • Excellent interpersonal skills including ability to use discretion and maintain high degree of confidentiality.
  • Ability to manage multiple, time sensitive priorities.
  • Proficiency in using Microsoft Office, Word, Excel and Power Point.
  • Bilingualism (French/English) considered an asset.

 

 Working Conditions:

 

  • Regular office environment with some flexibility for remote work
  • Travel to various Carefor locations may be required occasionally
